Toronto Multi-Faith Community Update - August 18, 2010 -the following is an update of incentives and savings available for the Toronto region. Some of these are concluding in December this year. An 2011 update will be given late 2010.
Toronto Energy Savings, Retrofit and Building Incentives
>>> Toronto Hydro Business Incentive Program
Existing Building Program;Education & Outreach, Incentive, Technical Assistance
Your building may qualify for up to 50% of your project’s capital costs under the Business Incentive Partnership (BIP) Program. The Business Incentive Partnership program works closely with owners and facilities managers of a community-based organization such as faith buildings, to increase the energy efficiency of existing institutional buildings through comprehensive retrofit projects.
- Incentives for existing buildings are provided by City of Toronto.
- Incentives for non-lighting measures is $800/kW for demand savings OR $0.10/kWh for energy consumption savings, and for lighting measures is $400 per kW for peak demand reduction OR $0.05 per kWh for annual consumption reduction (maximum payment is 40% of total eligible project costs). There is also a Geo-thermal incentive of $250/cooling ton for a maximum of 40% of project costs.
Eligible Initiatives: Building Automation Systems, Lighting Retrofits, Lighting Controls, Building Envelope, HVAC Redesign, Chiller Replacement, Elevator Modernization, Equipment Replacement, Fuel Substitution, Ground Source Heat Pumps, Deep Lake Water Cooling, Variable Speed Drives, Power Conditioning, Transformer Replacement.
Eligibility: Your religious or faith building must be located within the 416 area code and less than 25,000 square feet. Program ends Dec. 31, 2010
>>> Toronto Hydro Power Savings Blitz Program
Existing Building Program;Energy Conservation
Power Savings Blitz program: It is offered to faith community buildings that have an annual electricity demand of less than 50 kW. It begins with a free assessment that takes 30 minutes to complete. Based on the assessment, a list of possible energy-efficient upgrades is provided. Toronto Hydro will pay the first $1,000 for energy-efficient lighting and water heating retrofits, with absolutely no financial obligation. All work is performed by licensed electricians and the work is guaranteed for one year.
- Incentives offered for buildings that require lighting, electricity and water heating retrofits; covers material and labour; (average cost for retrofit is $840, labour and taxes included; provides savings of up to $400 per year)
Eligible Initiatives: Fluorescent Lighting Systems (T8 and CFLs), LED Exit Lights, Water Heater Jackets, Pipe Insulationand Faucet Aerators.
Eligibility: Your faith building must have less than 50 kW demand annually, be individually metered and be located in the Toronto Hydro distribution region. Program ends Dec. 2010
>>> Building Owners and Managers Association (BOMA)
Existing Building Construction Program;Energy Conservation
Your building may qualify for up to 40% of your project’s capital costs under the Conservation DemandManagement Program. The CDM program works closely with owners and facilities managers of a community-based organization such as faith buildings, to increase the energy efficiency of existing institutional buildings through comprehensive retrofit projects.
- Incentives for existing buildings are provided by Ontario Power Authority.
- Incentives for non-lighting measures is $800/kW for demand savings OR $0.10/kWh for energy consumption savings, and for lighting measures is $400 per kW for peak demand reduction OR $0.05 per kWh for annual consumption reduction (maximum payment is 40% of total eligible project costs). There is also a Geo-thermal incentive of $250/cooling ton for a maximum of 40% of project costs.

>>> Better Buildings Partnership (BBP)
New Building Construction Program; Energy Efficient Design, Technical Assistance
BBP New Construction program assists developers to build beyond the Ontario Building Code (OBC), in other words to ‘build green’. BBP helps bridge the cost gap between building code standard and extra resources, often required to design and construct a sustainable building.
- Incentives for new construction buildings are provided by City of Toronto; BBP is an important partner with the City Planning Division, assisting and rewarding site plan applicants who meet energy efficiency requirements of the Toronto Green Standard.
Design Assistance Incentive: offsets cost of energy modeling by $2,000 + $0.20/m2 gross floor area up to a maximum of $7,000.
Constructed Savings Incentive:calculated at $350 per peak kW savings or $0.04 per annual kWh reduction (new construction saving compared to OBC baseline); determined by results of a final ‘as constructed’ energy model.
Geo-thermal Incentive: A Geo-thermal system can be incorporated with modeled projects or can be treated as a separate incentive of $250/cooling ton.

>>> Ontario Power Authority High Performance New Construction Program (HPNC)
New and Existing Building Construction Program;Energy Efficient Design and Conservation
High Performance New Construction Program: this incentive program is offered to builders and their
design decision-maker (architects, consulting engineers, etc.). The Program provides design assistance and significant financial incentives for new construction or additions and major renovation projects that exceed
Code. The greater the electricity savings, the greater the incentives.
Eligibility: Your faith building must be located in Ontario, be outside the 416 area code and conform to the Ontario Building Code (OBC). Projects must be completed, evaluated and delivering energy savings by December 2012. Applications must be accepted for approval through late Fall 2010.
>>> Sustainable Energy Funds (SEF)
New and Existing Building Program;Energy Conservation and Renewable Energy
These funds provide loans to finance energy initiatives in institutional or faith buildings; Energy Conservation Fund provides loans for business case that can demonstrate energy savings; Toronto Green Energy Fund provides loans for renewable energy initiatives. Repayment terms are negotiable with both of these funds:
Energy Conservation Fund (TECF) - based in part on expected energy cost savings.
Toronto Green Energy Fund (TGEF) - negotiable; maximum 20 years
- Loans are provided on revolving basis by City of Toronto
- Loans at 0% interest
- Maximum 49% of project costs
- Amount available - $50,000 to $1,000,000
Eligibility: Your faith building must be located within the 416 area code. Program ends 2012.
>>> Ontario Power Authority Microfit Program
New and Existing Building Program;Renewable Energy
This is designed for faith buildings with 10 kilowatts or less on their property. The payback is based on the selling power that is generated and fed back into the grid, minus the power that is consumed. The price currently charged is approximately 13 cents per kW; whereas 80.2 cents per kW is paid by OPA for Ground Tracker generators; and 64.2 cents is paid for Roof Top generators (as of July 1, 2010).
The Microfit Program is designed to encourage renewable power (solar, geothermal, wind). This program begins with an assessment and upon approval by Toronto Hydro, there is a longterm contract of 20 years. Solar energy programs typically pay back in 8-10 years, but this may vary according to amount of power generated.

The Live Green Toronto Fund will provide partial funding for projectsthat reduce emissions and help clean our air; grants of up to $25,000 are available. Capital grants up to $250,000 are also available, for projects such as buildings and facilities, designed to reduce greenhouse gas.

After all, we along with educational facilities, are best suited to be role models in our local neighbourhood communties, be it at the household, business or government level.Together we can create a better environment for our children and grandchildren and at the same time, we can save money through cleaner, more effecient energy usage and energy and water conservation.
